The objective is twofold: to facilitate official control by the autonomous communities and to ensure a sustainable supply of nutrients in agriculture.<\/p>\n<ul>\n<li><strong>Entry into force: January 1, 2026<\/strong><\/li>\n<li><strong>Transitional<\/strong> <strong>period<\/strong>: Established agents have until <strong>July 1, 2026<\/strong>, to formalize their registration in accordance with the new criteria.<\/li>\n<\/ul>\n<p>The system is evolving towards a <strong>100% digital<\/strong> environment, requiring all agents (including individuals) to interact with the Administration exclusively by electronic means.<\/p>\n<p><strong>Sections and Classification<\/strong><\/p>\n<p>The register is divided into six sections to identify each actor in the chain:<\/p>\n<ul>\n<li><strong>Section 1<\/strong>: Producers or manufacturers (includes packagers in Spain).<\/li>\n<li><strong>Section 2<\/strong>: Importers established in Spain.<\/li>\n<li><strong>Section 3<\/strong>: Distributors (includes a subsection for <strong>cooperatives<\/strong>).<\/li>\n<li><strong>Section 4<\/strong>: Fertilization service companies.<\/li>\n<li><strong>Section 5<\/strong>: <strong>Fertilization advisors<\/strong> (individuals based in Spain with specific qualifications).<\/li>\n<li><strong>Section 6<\/strong>: Other agents not included above.<\/li>\n<\/ul>\n<p><strong>Unique Identification (New Format)<\/strong><\/p>\n<p>Each registrant will receive a 14-character registration number with the following logic:<\/p>\n<ul>\n<li><strong>Initial letter: \u201cE\u201d<\/strong> for companies (sections 1-4) and <strong>\u201cA\u201d<\/strong> for advisors (section 5).<\/li>\n<li><strong>Geographic codes:<\/strong> Two letters for the Autonomous Community and two characters for the province.<\/li>\n<li><strong>Numbering:<\/strong> Nine consecutive identifying digits.<\/li>\n<\/ul>\n<p><strong>Registration by means of a Responsible Declaration<\/strong><\/p>\n<p>To start the activity, a responsible declaration must be submitted to the autonomous community at least <strong>one month in advance<\/strong>. This declaration is sufficient to operate, allowing the start of professional activities to be expedited.<\/p>\n<p><strong>Maintenance and Reporting of Information<\/strong><\/p>\n<ol>\n<li><strong>Triennial<\/strong> <strong>continuity<\/strong>: The ten-year renewal has been eliminated. Now, every <strong>three years<\/strong>, agents must report the continuity of their activity (if no report is submitted, it is tacitly understood that they are continuing).<\/li>\n<li><strong>Annual Market Report<\/strong>: Before <strong>March 31 of each year<\/strong>, information on sales, production, and imports for the previous year must be submitted. The first report will be made in <strong>2027<\/strong> with data from 2026.<\/li>\n<li><strong>Reporting exemptions:<\/strong> Cooperatives that act only as distributors to their members are exempt from this annual submission.<\/li>\n<\/ol>\n<p>In addition, adjustments have been made to <strong>Royal Decree 1051\/2022<\/strong> to optimize field operations and reduce bureaucracy:<\/p>\n<p><strong>Reorganized Farming Logbook (CUE)<\/strong><\/p>\n<ul>\n<li><strong>Specific section:<\/strong> The CUE includes a section exclusively for fertilization.<\/li>\n<li><strong>Deadlines:<\/strong> Fertilization operations must be recorded within a maximum of one month of application.<\/li>\n<li><strong>Flexibility:<\/strong> Both paper and digital formats are permitted to facilitate adaptation.<\/li>\n<li><strong>Exemptions:<\/strong> Farms of up to 5 ha (or 1 ha of irrigated land), as well as unfertilized pastures and small greenhouses, are exempt from the CUE.<\/li>\n<\/ul>\n<p><strong>Technical and Environmental Requirements<\/strong><\/p>\n<ul>\n<li><strong>Protection zones:<\/strong> The minimum application distance from watercourses, beaches, and coasts is unified at <strong>5 meters<\/strong>.<\/li>\n<li><strong>Storage:<\/strong> Fertilizers must be located outside flood zones and at least <strong>15 meters<\/strong> from wetlands.<\/li>\n<li><strong>Organic matter:<\/strong> For organic materials and by-products, the minimum total organic matter content is increased to <strong>25%<\/strong> of dry matter.<\/li>\n<li><strong>Manure and SANDACH<\/strong>: Measures to prevent runoff on slopes are reinforced, and animal by-products (SANDACH) must be properly treated and authorized.<\/li>\n<\/ul>\n<p>Overall, this amendment to RD 1051\/2022 seeks to strike a balance between environmental requirements, technical feasibility, and reducing bureaucracy, which is especially relevant for small farms and those who work in fertilization management, manure, and organic by-products.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The recent publication of Order APA\/1226\/2025 marks a milestone in fertilizer management in Spain, developing the operation of the General Register of Manufacturers and Other Economic Agents (REGFER).
