This agreement, together with the Windsor Framework, aims to make trade between the UK and the EU simpler, cheaper, and more predictable, as well as to facilitate the movement of goods from Great Britain to Northern Ireland. The agreement covers plant and animal production, food safety, nutrition, and, specifically, the regulation of plant protection products and biocides.

The negotiations will affect various groups within the supply chain:

Manufacturers of plant protection products and biocides: They will see changes in the approval of active ingredients and product authorizations.

Farmers and producers: They will need to adapt to new regulations on animal and plant health and maximum residue limits (MRLs) for plant protection products.

Food and logistics companies: They will face adjustments to rules regarding hygiene, additives, labeling, traceability, and digital control systems.

It is important to note that British companies will be required to comply with the EU standards included in the agreement, even if they operate solely within the UK domestic market. This may require operational changes to processing methods, IT systems, and certification and labeling processes.

The government anticipates significant benefits for businesses and consumers:

Cost savings: Export Health Certificates, which cost up to £200 per shipment, will be eliminated. In addition, routine border inspections for dairy products, fish, and meat will be eliminated, reducing fees and the risk of spoilage.

Efficiency: The flow of fresh produce will be faster, thereby enhancing food security.

Market opening: Trade in products that have been blocked since Brexit—such as potato seeds, processed meats, and certain seafood—will resume.

The agreement is expected to take effect in mid-2027. Starting in May 2026, the Department for Environment, Food and Rural Affairs (Defra) will publish detailed sector-specific technical guidance.

The UK government urges businesses not to wait and to start preparing by connecting with their trade bodies and subscribing to Defra alerts.

In May 2025, the UK government and the European Union (EU) formally agreed to negotiate a new agreement on Sanitary and Phytosanitary Measures (SPS).
