Under Article 45 of the CLP Regulation, importers and downstream users placing hazardous mixtures on the market have to provide the relevant information to national Poison Centres within their respective Member State. Up to date, the procedure and the data required for such notification are specific for each Member State and no harmonisation exists. However, both Member States and industry representatives have pointed out their interest to set up an EU centralised Poison Centre System.
In order to coordinate this centralization and harmonisation, ECHA has established a website to facilitate the implementation of the new regulations as well as having developed different IT tools that are needed to implement the new elements introduced by the Commission Regulation implementing Article 45 of CLP:
- Regarding the Harmonised format for submitting information to appointed bodies that will gradually replace the current national information, requirements will be created by using the Online tool named the Poison Centres Notification (PNC) format and editor which allows defining the data requirements and the submission structure to poison centres in an XML format.
- On the other hand, the Unique formula identifier (UFI) that will need to be printed on the label of products can be created and validated by using the UFI Generator.
With regard to the EU Product Categorisation System (EU PCS) which will be used to assign product categories according to the intended use of the mixture, a draft version is still under discussion within the Working Group established by ECHA. The final version is expected by the end of 2017.
