Plant Biostimulant: new legislative framework expected for 2018!

None of the current EU pieces of legislation on Plant Health covers the marketing requirements for substances, mixtures and micro-organisms commonly referred to as plant biostimulants, either the Fertilizers or Plant Protection Product EU Regulations. These substances, mixtures and micro-organisms are not plant nutrients, but they stimulate plants’ nutrition processes, improving the plants’ nutrient use efficiency, tolerance to abiotic stress, or crop quality traits. Considering that properties, the EU Commission have decided to include them as fertilising products in the new legislation framework that is expected to enter into force in January 2018 and excluded from the scope of the EU Plant Protection Product Regulation.

In the past months, since the proposal for a Regulation was published in March 2016, the EU Commission has received more than 100 feedbacks and considering them, the following definition, which is still under discussion, has been proposed for plant biostimulant:

„Plant biostimulant“ means a product which is composed of substances, micro-organisms and/or other materials and is stimulating processes in the plant or surrounding growing environment that improve plant nutrition processes, general plant vigour and/or plant tolerance to abiotic stress with the effect of improving plant quality traits and/or yield.“

It should be taken into account that those fertilising products, which also have a function covered by the scope of Plant Protection Regulation, should remain under the control tailored for such products and provided for by that Regulation. Nevertheless, the EU Commission is still discussing how to deal with these multiple functions.
